This is a question that has been arising around L/plate drivers and P/plate drivers and full licence driver in victoria as sirslackcat has just done some research into this and come up with this list

Learner licence
Requirements:
  • Minimum age of 16 
  • Pass Driver Knowledge Test Display L plates front and rear outside vehicle
  • Be supervised by full Australian licence holder at all times
  • Wear a seatbelt 
  • Not accumulate four demerit points.
Restrictions:
  • 0.0% Alcohol limit 
  • Max speed limit of 80km/h
  • Not tow any vehicle
  • Not use a mobile phone (including hands free).




Red Ps
Requirements:
  • Minimum age of 17
  • Hold Ls for 12 months (unless 25 or over) 
  • 120 hours of driving practice (unless 25 or over)
  • Pass Driving Test
  • Display red on white P plates front and rear outside vehicle   
  • Driver and passengers must correctly wear seatbelts
  • Not accumulate four demerit points.
Restrictions:
  • 0.0% Alcohol limit 
  • Max speed limit of 90km/h 
  • Not supervise a Learner driver
  • Max 250kg trailer towing restriction
  • Not use a mobile phone (including hands free)
  • Only drive a manual if passed the test driving a manual 
  • If under 25 must not drive more than one passenger under 21 between 11pm and 5am
  • Not drive a vehicle with
    • Eight or more cylinders (diesel exempt)
    • Turbo or supercharged (diesel exempt) engine
    • Modifications which increase performance or
    • Any other vehicle identified by the RTA.

Green Ps
Requirements:
  • Hold P1 for 12 months 
  • Pass Hazard Perception Test 
  • Display green on white P plates front and rear outside vehicle
  • Not accumulate seven demerit points
  • Driver and passengers must correctly wear seatbelts.
Restrictions:
  • Alcohol limit 0.0%
  • Not supervise a Learner driver
  • Max speed limit of 100km/h  
  • Not drive certain prohibited vehicles
  • Not use a mobile phone (including hands free)
  • Not drive a vehicle with
    • Eight or more cylinders (diesel exempt)
    • Turbo or supercharged (diesel exempt) engine
    • Modifications which increase performance or
    • Any other vehicle identified by the RTA.
Full licence
Requirements:
  • Hold P2 for 24 months 
  • Pass Driver Qualification Test
  • Driver is responsible for all passengers correctly wearing restraints
  • Not accumulate 12 demerit points.
Restrictions:
  • Alcohol limit 0.05%
  • Max speed limit of 110km/h
  • Not use a mobile phone (hands free permitted).
